Overview

- Education: Bachelor’s degree in mechanical engineering or related discipline.
- Experience: Minimum 15 years of Oil & Gas industry experience with strong exposure to shutdown/turnaround projects. Hands-on experience in QC, Execution, Planning, and Shutdown Management. Experience in maintenance and shutdown planning. Strong knowledge of international codes, standards, and Oil & Gas quality procedures. Excellent leadership, coordination, and communication skills.

Job Purpose:
Control and advise all the technical and operational aspects of the vessel under OSMC's management. Provide necessary marine technical expertise in shipping matters to OSMC. Establish and maintain operational standards to enhance Safety, efficiency, tradability, and reliability of the vessel. Responsible for controlling and managing actual cost and budget for the vessels.
The present requirement is for Very Large Crude Carriers, LR/MR Product and Chemical tankers, Very Large Bulk Carriers and Supramax Bulk Carriers.
Key Accountabilities
Description Performance Indicators / Key Expected
Supervision of Subordinates
• Support and supervise the vessels command in all aspects.
• Audit of compliance versus procedure and policy.
• Cost efficiency of the individual vessels.
Instruction Manual
• Establish and maintain operations policies, procedures, and instruction manuals to ensure safe, reliable, and efficient operation including loading, discharging, gas free and docking etc. and supervise the provision of other services to the vessel.
• Accurate maintenance of all policy instruction manuals related to the provision of services to the vessel.
Certificate & Legal Document Validation
• Supervise expire date of all statutory and class certificates and documents to ensure they are as per legislative requirements and in accordance with OSMC's policies.
Insurance, finance, crewing quality certificates by relevant departments
• Familiar with relating contract, agreement including technical management of operations activities, IMO & Class rules and regulations.
• All legal documents and certificates validated and are in line with OSC's policies, standards & legislative requirements.
Port Authority Coordination
Liaises, as appropriate, with terminal operators at loading/unloading ports, customers, joint ship owners, service engineer and shipping agents store suppliers etc.
• Prepares repair and docking specification beforehand. Draw up estimate to obtain approval by the Fleet Manager as per requirement.
• Attend DD and co-ordinate with shipyard for safe and successful DD completion.
• Supervise, upkeep and maintenance as per scheduled in accordance with approved plan, making the necessary occasional visits.
• All repair and docking specifications prepared in advance.
• Appropriate and timely approvals obtained.
• Efficient liaison with terminal operators.
System Audit
• Supervise ship maneuvering and mooring, etc. and ensure all established policies and processes are correctly implemented. Discusses and resolves in conjunction with Marine Manager and Fleet Manager, failure of machineries, unsatisfactory performance, etc.
• Administer in house ISM system, conduct audit of the vessel and in-house systems and conduct evaluation of the crew etc. in conjunction with ISM system.
• Efficient coordination with the Technical & Marine Managers on relevant issues.
• Efficient administration of the in house ISM System.
Budgets and Plans
• Contribute to the preparation of the technical department budget and monitor financial performance versus the budget so that the business is aware of anticipated costs/revenues and areas of unsatisfactory performance are identified, rectified promptly and potential performance improvement opportunities are capitalized upon.
• Control and manage actual and budget for maintenance, Ship Store, LO, Medicines etc.
• Budgets and plans are prepared timely and accurately in line with the annual budget parameters and timescales.

Policies, Systems, Processes & Procedures
• Recommend improvements to departmental procedure and direct the implementation of instructions and controls covering a specific area of technical activity so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service.
• Maintain a particular and clear PMS system ensuring the vessel is always meeting OSMC's standards.
• Ensure accurate and swift sign off and approval of all stores and requisitions, ensuring that no outstanding payments are impacting OSMC's relationship to its suppliers.
• Compliance with procedural and legislative requirements.
• Effective communication of procedures and instructions.
Continuous Improvement
• Stimulate subordinates and contribute to the identification of opportunities for continuous improvement of technical systems, processes and practices considering international best practice', improvement of business processes, cost reduction and productivity improvement.
• The number and quality of improvements are line with corporate expectations and implemented.
MIS and Reports
• Prepare departmental MIS statements and reports timely and accurately to meet OSC and department requirements, policies and standards.

Safety, Quality & Environment
• Ensure compliance to all relevant safety, quality and environmental management procedures and controls to guarantee employee safety, legislative compliance, delivery of high-quality product/service and a responsible environmental attitude.
• Frequency of non-compliance with ISO standards, local legislation and OSC policies on HSE.
• Frequency of Lost Time Incident's, safety incidents and near misses.
Operating Activities
• Ensure timely condition monitoring of machinery by maintenance system to facilitate smooth operation.
• Ensure maintenance of the validity of all certificates and documents as per OSC policies and guidelines.
• Follow and co-ordinate with vessel to maintain all defect reports.
• Follow and co-ordinate with vessel to maintain inventory of all critical spares.
Document control and filing
• Ensure SMS document control and filing for duty ship.
Maintenance Visits
• Manage the upkeep and maintenance on board by making occasional/periodic visit, as per the set schedule
Qualifications:
Minimum Qualification:
• Bachelor of Engineering in Marine/Mechanical/Electrical or Naval Arch.
• The minimum qualification required is a Chief Engineer Certificate of Competency (Motor or Steam, as required).
Minimum Experience:
• Minimum experience 1 year as Technical Superintendent or 3 years as Chief Engineer on board a F.G ship.
