Job DescriptionWood is currently hiring for Lead Process Safety Engineer for our project in Sohar, Oman.
Purpose of the role: To provide expert leadership in ensuring that Process Safety Risks are effectively managed across OQ RPI facilities (Refineries and Petrochemicals). This involves developing and maintaining a solid Process Safety Governance framework, including procedures, regulations, and best practices, through:
- Developing, maintaining, and improving the framework, procedures, standards, and guidelines related to Process Safety, aligning OQ RPI practices with industry standards.
- Carrying out regular maturity assessments and monitoring compliance.
- Managing risks through framework development and risk registers.
- Developing process safety performance indicators and ensuring proper reporting.
The position will operate in accordance with the Group’s Mission, Vision, Values & Strategies, supported by an IT platform, HSE standards, legal requirements, and international best practices, aligned with national objectives.
Responsibilities- Lead the implementation of Process Safety policies, systems, and procedures for RPI & Plastic assets, considering lessons learned, best practices, and standards to ensure effective and efficient work.
- Develop project plans for process safety initiatives, including schedules, budgets, and resources.
- Ensure compliance with relevant regulations and industry standards.
- Manage Process Safety Barriers across all RPI assets, including identification, operations, and maintenance, as part of Mechanical Integrity Systems.
- Ensure safe operating procedures are documented and maintained.
- Ensure competency and compliance in Process Safety Barrier Management.
- Conduct risk management audits and reports, and oversee projects.
- Consolidate process safety performance data for RPI and prepare improvement reports.
- Interface with audits and authorities for compliance.
- Oversee hazard analysis processes such as HAZOP, SIL studies, QRA, and LOPA, ensuring compliance and effectiveness.
- Lead incident investigations and follow-ups.
- Lead safety studies and risk assessments for existing and new facilities.
- Provide technical guidance and support throughout project phases.
- Coordinate with stakeholders including clients, contractors, and suppliers.
- Lead process safety culture improvement programs.
- 10+ years of relevant experience.
- Experience leading process safety projects in petrochemical and refinery environments.
- Proficiency in developing safety concepts, designing safety systems, and ensuring regulatory compliance.
- Strong project management skills, including budgeting and scheduling.
- Experience with process hazard analyses and safety management systems.
- Deep understanding of process safety principles, standards, and regulations.
- Experience in risk assessments and hazard analyses.
- Background in safety culture and continuous improvement.
- Knowledge of process plant drawings, OEM manuals, and safety standards.
- Proficiency in MS Office, SAP modules, and safety software tools.
- Ability to produce clear technical documentation.
- Experience with PHA, HAZOP, SIL, QRA, and LOPA studies.

Primary Responsibility- Lead a team(s) of Materials Corrosion Engineers to carry out the materials activities to generate relevant deliverables on time, meeting QMS requirement according to Client requirements.
- Able to handle efficiently multiple projects. Ensure design integrity and deliverables quality for all areas within a project with special emphasis on interfaces.
- Ability to develop CTR based on scope of work and provide input to finalize the project execution schedule.
- Manage work assignments, workload, and work forecasting for assigned projects.
- Participate in HAZID, Design Reviews, HAZOPs, IPF Classifications, HSE related Workshops. Implement/practice/monitor Quality Management System in assigned projects in line with ISO 9001. Ensure seamless handover of deliverables to project teams.
- Manage and control all interfaces of the related discipline with other discipline and design product suppliers.
- Liaison with vendors, contractor, and other Client personnel to satisfy the various aspects of the project. Preparation of requisitions and technical evaluation of subsequent bids for discipline material and equipment purchases and SACP and ICCP Cathodic Protection Systems.
- Ensure designs are executed in line with International / Client / Company specifications, standards, and procedures.
- Provide feedback on improvement to the applicable design standards.
- Demonstrated experience in Materials Selection (Concept / FEED / Detailed Design).
- Demonstrated experience in corrosion analysis and implementing corrosion management programs. Demonstrated experience in validation of corrosion control, IOW, corrosion loops and damage mechanisms.
- Demonstrated experience in cathodic protection Specification, Design, and Installation. Demonstrated experience in conducting Risk Based Inspection.
- Demonstrated experience in Painting and Coatings Specification
- Shall have experience in all ranges of metallic and non-metallic materials.
- Lead the material selection and corrosion control strategy for onshore oil and gas projects.
- Conduct technical reviews of project specifications, designs, and engineering deliverables to ensure alignment with project requirements.
- Identify, evaluate, and recommend materials suitable for various operating environments, considering factors like temperature, pressure, and corrosive media.
- Develop and implement corrosion protection systems, including coatings, cathodic protection, and chemical treatment solutions.
- Supervise and guide a multidisciplinary engineering team to meet project objectives and deadlines. Coordinate with project stakeholders, to ensure compliance with regulatory requirements and industry best practices.
- Monitor project progress and ensure technical accuracy, cost control, and adherence to schedules. Perform detailed failure analysis, risk assessments, and life-cycle evaluations for materials and equipment.
- Prepare and deliver comprehensive technical reports, specifications, and presentations to internal and external stakeholders.
- Provide expertise in corrosion monitoring techniques and ensure implementation during project phases. Ensure all engineering activities comply with standards and quality assurance procedures.
- Support internal and external audits and address any findings related to materials and corrosion management.
- Train and mentor junior engineers to build technical capabilities within the team.
- Degree in relevant engineering subject (B.Sc./B.Eng./M.Sc); Chemical, Mechanical, Materials.
- Sr. Engineer / Engineer shall have membership of an internationally accepted applicable professional
- Minimum 15 years of experience in Oil & Gas.
- Minimum 10 years of experience in Engineering Design (Concept / FEED / Detailed Design & Operations)
- Experience in the Middle East is preferred.

The Lead Process Safety Engineer will be responsible:

- Interface with Audits and relevant authorities for compliance of Process safety plans / works.
- Ensure availability of processes governing Hazard Analysis (PHA), e.g., Hazard and Operability Study (HAZOP), Safety Integrity Level (SIL) study, Quantitative Risk
- Assessment (QRA), Layers of Protection Analysis (LOPA) and other risk evaluation studies and Process Safety workshops for existing and new facilities. Ensuring compliance to those processes.
- Execute programs to improve Process Safety culture and monitor the improvement of Process Safety culture and provide updates, guidance and clarifications on existing laws and regulations regarding Process Safety related issues and advice on establishing the best practice standards.
- Lead Process Safety incidents' investigations and follow-up for RPI assets.
- Lead site wide PHA, HAZOP, LOPA, SIL, and QRA studies as required.
- The lead engineer is responsible for liaising with stakeholders, including clients, contractors, and suppliers, to ensure that project objectives are met and that expectations are managed effectively.
- Focal Point for interface with process risk management audits and their follow up on the areas for improvement as required for proper implementation.
- Provides technical guidance and expertise to the process safety team, and for ensuring that technical issues are resolved in a timely and effective manner.
- Provide technical specific guidance and support on process safety issues during the concept, FEED, Engineering, construction, commissioning, operational and decommissioning phases of plants/facilities/projects in RPI
- Provide guidance on-site consultations on process safety issues and ensure accountability of all PSM requirements.

Experience
- 10 + years of relevant experience
- Experience Leading Process Safety & related projects for Petch & Refinery
- Experience in developing process safety concepts, designing safety systems, and ensuring that designs meet regulatory requirements and industry standards.
- Experience in project management, including budgeting, scheduling, resource allocation, and coordination with other engineering disciplines and project stakeholders
- Strong experience leading techniques for ensuring data integrity with various integration of information/ reports
- Experience leading process Safety project plans, including schedules, budgets, and resources
- Experience in developing and implementing process safety management systems, conducting audits, and driving continuous improvement in process safety performance.
- Deep understanding of process safety principles, regulations, codes, and standards, and the ability to apply this knowledge to design, optimize, and troubleshoot process safety systems.
- Proficient in conducting process hazard analyses (PHA), risk assessments, and developing risk management plans to minimize process safety hazards.
- Background in promoting and enhancing a safety culture within the organization, ensuring that all personnel are aware of and comply with process safety requirements.
- Continuous improvement: The Lead Engineer Process Safety should have sound judgment in technical matters with good skills in engineering field materials specifications, integrity inspection, plant design optimization/modification and applicable code &standards.
- Solid knowledge of OQ RPI Process Safety Framework

- Software applications like HAZpro, INTELEX, and PI
- Technical writing to write clear, concise, and accurate reports, procedures, and other technical documents related to process safety.
- Understanding of process safety principles and the ability to apply them in a practical and effective manner.
