Job Title: QA/QC Engineer & Management Representative (MR)

Department: Quality Assurance & Control

Reports To: General Manager / Managing Director

Location: (Ghala Industrial Area, Muscat, Oman)

1. Role Overview

The QA/QC Engineer & MR ensures that all manufacturing, assembly, and inspection processes meet the requirements of the API Q1, API 6A, API 16A, API 7-1, and API 5CT standards.

This role manages the quality management system (QMS), oversees product conformity, leads internal and external audits, and serves as the authorized Management Representative (MR) under API Q1.

2. Key Responsibilities

A. Quality Assurance & API QMS

• Maintain and continuously improve the API Q1-compliant Quality Management System.
• Ensure full compliance with API Spec 6A, 16A, 7-1, and 5CT product requirements, including material traceability, inspection plans, and documentation.
• Coordinate API monogram license renewals, surveillance audits, and third-party inspections.
• Develop and maintain quality procedures, work instructions, and inspection test plans (ITPs).
• Review and approve supplier qualification documents, MTRs, COCs, and calibration certificates.

B. Inspection & Quality Control

• Supervise in-process and final inspection of critical components (e.g., BOPs, flanges, connectors, tubing heads, crossovers).
• Perform dimensional checks using calibrated instruments per API tolerances.
• Oversee NDE activities (MPI, DPI, UT, hardness, hydrostatic testing, etc.) and verify technician certifications.
• Maintain inspection records, NCR logs, corrective action reports (CARs), and calibration registers.

C. Management Representative (MR) Duties

• Serve as the company’s official contact point with API and certification bodies.
• Report on QMS performance to top management, including results of internal audits, KPIs, and management review findings.
• Lead management review meetings and coordinate QMS objectives with production, procurement, and engineering.
• Promote awareness of customer requirements and regulatory compliance across departments.
• Manage documentation control, revision control, and QMS training for staff.

D. Supplier & Customer Interface

• Coordinate vendor audits and approve quality documentation from suppliers.
• Handle customer quality complaints and ensure timely root cause analysis and CAPA implementation.
• Liaise with clients and third-party inspectors during FATs, witnessing, and documentation review.

3. Qualifications & Experience

• Bachelor’s Degree in Mechanical / Metallurgical / Industrial Engineering.
• Minimum 5 years’ experience in QA/QC for oilfield equipment manufacturing (API-licensed company preferred with at least 3-5 audits attended ).
• In-depth knowledge of API Spec 6A, 16A, 7-1, and 5CT , and API-Q1 10th Edition requirements.
• Familiar with ASNT NDE Level II methods, welding procedures (WPS/PQR/WQT), and material certification per ASTM standards.
• Experience in internal and external auditing (ISO 9001 / API Q1 lead auditor certification is an advantage).
• Proficient in MS Office and documentation control systems.

5. Reporting & Authority

• Reports directly to the Managing Director / General Manager.
• Has full authority to stop production or shipments in case of non-conformance.
• Authorized to coordinate all quality audits and communicate directly with API and external auditors.

1. Plan, organize, and execute Engineering PM and CM for PCD-IT equipment.
2. Respond to PCD P1 and P2 call-outs after working hours if needed to check issues related to PCD Security and advise the remediation plan in accordance with OmanLNG procedures.
3. Update PCD documents required due to routine activities or projects, such as PCD inventory, manual backup logs, restoration logs, user auditing logs, and routine checklists.
4. Support in preparing PCD design specifications and drawings for projects related to PCD cybersecurity.
5. Track Planned Maintenance (PM) execution and coordinate with relevant stakeholders.
6. Support in raising awareness of PCD Cybersecurity within the OmanLNG PCD Community.
7. Ensure all work complies with HSE policies and procedures.
8. Develop specific work instructions and inspection & testing schedules to ensure section compliance, contributing to the Projects department's quality assurance system.
9. Prepare and submit progress reports, cost tracking reports, and issue monthly financial and physical reports per project.
10. Introduce systems and tools to improve complex availability continuously and where possible, in a step change manner.
11. Follow up regularly on the status of all assigned projects and advise on mitigation plans.

Education: Graduate with a BSc in engineering science (Instrument, Electronics).

Experience: Minimum 4 years of experience in the oil and gas industry (minimum 2 years for Sr. Project Engineer).

Specific Skills:

• Proficiency in English (reading, writing, speaking) at IELTS level 4.
• Ability to troubleshoot, analyze, and resolve problems within the discipline.
• Experience in project scope definition, cost & benefit analysis, project execution & implementation planning, commissioning, and post-implementation review.
• Critical thinking skills with the ability to use logic and reasoning to evaluate solutions and approaches.

Education:

1. An accredited degree in any engineering discipline (or)
2. Demonstrated competence at engineering level supported by sufficient experience.

Experience:

1. At least 5 years of experience at a SCE level (if Operations background) or Lead Engineer level (if Maintenance background) at a CCGT power station.
2. Experience in Siemens Vx4.3A gas turbines, steam turbines and generators is an advantage.
3. Multiple years of performance monitoring and compliance with performance sections of contracts.
4. Experience of participation in, and analysis of, formal performance tests.
5. Experience of planning, undertaking and analysing long-term tests and monitoring in order to determine performance weaknesses and propose improvements.
6. Experience of complex investigations in recurring and/or major faults, and cross-departmental coordination in finding and implementing solutions.
7. Experience of dealing directly with OEMs to identify station weaknesses and improvements/upgrades.
8. Experience in the Middle East would be an advantage.

Out of 6 years experience, 2 years of experience should have gained in the Middle East preferably in PDO environment.


• Shall be fully familiar with international codes & standards (ANSI/ASME, ASTM, API, BS, EN, MSS, ISO, etc.) used in Oil and Gas industries; knowledge on PDO standards & Shell specifications shall be preferred.
