Job Description

The **Traffic Management Specialist** arranges the shipment of Pre-positioned Global Prepositioned Material Services (GPMS) cargo to various worldwide destinations via air, land and sea. The Incumbent must comply with all applicable International and Federal Transportation Laws, Regulations, Tariffs and Department of Defense (DOD) guidance. Must be able to gain access to Logistics Tool Suite (LTS), Global Freight Management (GFM), Cargo Movement Operating System (CMOS), Integrated Logistics System - Supply (ILS-S), Global Air Transportation Execution System (GATES), Integrated Computerized Deployment System (ICODES), Integrated Booking System (IBS), Joint Container Management system (JCM), Wood Packaging Materials (WPM) Management Toolset, Global Asset Reporting Tool (GART) and web-based tracking system such as Integrated Data Environment/Global Transportation Network Convergence (IGC), Radio Frequency Identification (RFID-ITV) Tracking Portal, Global Decision Support Systems (GDSS-2) and Single Mobility System (SMS) to ensure In-transit Visibility (ITV) within the Defense Transportation System (DTS). Ensures all shipments comply with the International Trade and Arms Regulations (ITAR), the Performance Work Statement (PWS) and Amentum ISO 9001 Quality Management System (QMS). Must be able to complete AMMO-43, Intermodal Dry Cargo Container/CSC Reinspection, AMMO-62, Technical Transportation of Hazardous Materials Distance Learning Courses and WPM certification/recertification web-based training. Ensures compliance with Performance Work Statement (PWS) and Amentum ISO 9001 Quality Management System (QMS).
**Principal Accountabilities**
+ Inspects, accepts documentation (DD Form 1149/1348-1), prepares and processes all outbound/inbound cargo offered for transportation in the Defense Transportation System (DTS).
+ Checks for completeness and accuracy. Verifies the Nomenclatures, Quantity, Transportation Control Numbers (TCN), Transportation Account Code (TAC), Consignor and Consignee Codes, Hazardous/Classified materials, ITARS certifications and other essential transportation data.
+ Properly classified freight, selects commodity codes, selects the most efficient mode of shipment and controls obligations for government transportation funds.
+ Prepares all required shipping documents for data input to CMOS/GATES, assigns Transportation Control Numbers, produces labels, issues truck manifest for general/hazardous cargo and Maintains Manifest logs.
+ Uses automated computer systems to process and document to accurately input the Transportation Control Numbers, Transportation Accounting Codes, consignor and consignee codes and other essential transportation data into CMOS, GATES or IBS.
+ Inspects Hazardous Materials to ensure proper packaging, marking, labeling, documentation and certification in accordance with applicable Dangerous Goods Regulations (AFMAN 24-604, 49 Code of Federal Regulation, International Air Transport Association (IATA) and International Maritime Dangerous Goods (IMDG).
+ Inspects, accepts and inventories all incoming freight and containers for overages, shortages and damage before acceptance. When required, initiate and complete DD Form 361, Transportation Discrepancy Report (TDR).
+ Provides asset visibility and real-time view to track customer queries using IGC, RFID-ITV, GDSS2 or SMS.
+ Prepares shipping documents and Movement Requests for international and domestic shipments between sites and container movements from the Sea Port of Embarkation (POE) to the Sea Port of Debarkation (POD) shipped by surface or sealift.
+ Performs Port Handling and Inland Transportation (PHIT) and ensures the subcontractor performs all duties and responsibilities according to the Statement of Work (SOW). Inspects and documents each shipment for contract compliance on a Customer Service Survey form.
+ Processes Export Traffic Release Requests (ETRR) for sealift shipments using Surface Deployment Distribution Command (SDDC) - Integrated Booking System (IBS).
+ Performs Host Country customs clearances and liaises with Military and Host country Ministries on Import and Export for Border Customs Clearances, Airport Customs Clearances and Seaport Clearances.
+ Selects and initiates contact with local carriers to arrange appropriate transport equipment for containers, classified, sensitive, hazardous or outsized shipments based on the size, weight, commodity, description, freight classification, required delivery date, priority or other special requirements.
+ Loads/unloads 463L pallets, equipment, vehicles and ISO containers from flat-bed/low-bed trucks. May assist in loading/unloading military vessels at the seaport.
+ Assists the Pallet and Net Managers with inspections, issuing, accounting, controlling, reporting and maintaining operation stock levels of 463L pallets, nets and other tie-down equipment located on-site.
+ Assists the WPM Custodian with inspecting and certification, record keeping and reporting the receipt and usage requirements.
+ Assists the CCO with completing the monthly container inventory, ensuring all containers located on-site are inventoried between the 1st and 30th day of each month.
+ Reports all lost, damaged, destroyed and modified containers to the CCO within 12 hours of discovery.
+ Performs container inspections and reports findings on the DA 2404 equipment inspection and maintenance worksheet.
+ Receives/Ships all containers in JCM within 12 hours of receipt or departure.
+ Operates GATES and ICODES to process and manifest cargo and to develop load plans for military and commercial aircraft.
+ Prepares, inspects, reviews and submits Preload Plans, Hazardous Materials Diplomatic Clearances (HAZDIP) and other documents to facilitate air movement.
+ Inspects cargo documentation, conducts Joint Inspections and certifies that cargo is built correctly and airworthy.
+ Computes weight and balance and certifies weight distribution of the aircraft with passengers, cargo and baggage.
+ Determines cargo configuration and aircraft loading requirements in accordance with Air Transportability Test Loading Activity Certifications (ATTLA).
+ Loads, unloads and services aircraft. Ensure cargo loads are secure and tied down. Assists load team chef with selecting, assembling, palletizing and transporting cargo loads to and from aircraft and storage areas.
+ Safely transports and handles explosives.
+ Performs passenger service procedures, check-in, manifest passengers and baggage and perform security checks. Loads/unloads passengers and baggage from aircraft.
+ Performs weighing of cargo, vehicles and outsized cargo to determine the center of balance for rolling stock and ensures cargo dimensions are within pallet and aircraft limitations.
+ Implements, documents and controls quality, training, environment and safety programs.
+ Prepares and handles cargo in accordance with all prescribed regulations, instructions, technical orders and procedures.
+ Accomplishes receiving process for all inbound cargo functions of MILSTRIP and NON-MILSTRIP shipments addressed to the host installation SRAN IAW with regulation.
+ Maintains Technical Orders, publications, forms and files required for Traffic Management operations.
+ Compiles data and submits reports and other correspondence as required.
+ Performs other duties as assigned.
+ Works in normal office and maintenance shop or warehouse environment and may be required to work outdoors for extended periods.
**Minimum Requirements**
+ Must be proficient in the use of personal computers and Windows Operating System and Microsoft Office to include as a minimum PowerPoint, Excel and Word programs.
+ Knowledge of related shipping/receiving procedures and the ability to detect/report problems to appropriate personnel.
+ Excellent organizational skills and the ability to effectively work under pressure and strict timelines required.
+ Ability to maintain an effective working relationship with coworkers, including multi-national staff and external and internal customers is required.
+ Must be able to communicate clearly and concisely, orally and in writing to coworkers and customers while maintaining Communication Security (COMSEC), Operational Security (OPSEC) and Computer Security (COMPUSEC).
+ Knowledge and understanding of MHE equipment operations and associated hazards required.
+ Will be required to receive training and operate material handling equipment.

To provide administrative and organizational support to ensure the efficient execution of major institutional events by coordinating administrative, technical, and logistical operations in collaboration with relevant parties.

Responsibilities
  • Coordinate the administrative and organizational aspects of university events.
  • Prepare and follow up on official event documents, invitations, attendance lists, meeting minutes, post-event reports, and operational templates.
  • Coordinate with internal and external parties to ensure event elements are integrated and executed effectively.
  • Oversee venue preparation in terms of logistics (e.g., seating, stage, hospitality and decorations) and ensure readiness before and during the event.
  • Participate in the technical management of the event by coordinating with teams responsible for sound, lighting, visual systems, and control room operations.
  • Follow up and monitor the execution of technical and service contracts related to the event in coordination with relevant institutional departments.
  • Organize field teams and volunteers, assign roles, and provide administrative and logistical support throughout the event.

Document and archive all data and information related to each event in well-organized electronic records for future reference.

Experience

Practical experience is preferred in administrative work, event coordination, or logistical support.

Skills
  • Strong organizational and planning skills.
  • Effective verbal and written communication skills in both Arabic and English.
  • Proficiency in using computers and Microsoft Office applications.
  • Ability to work under pressure, manage multiple tasks and perform overtime hours.
  • Flexibility in working with diverse teams and coordinating with internal and external stakeholders.
Qualification

Diploma in Event Management, Business Administration, Public Relations, or any related field.

About the Role

We are looking for
a Project Management Specialist
to oversee and manage all documentation, planning, and compliance records for a nationwide fiber optic rollout project in Oman. This role ensures proper document tracking, technical drawing control, GIS data integration, timely record-keeping, and milestone planning to completion documentation assurance, all aligned with ZOI deliverables and in compliance with Oman's regulatory and operational standards.

Responsibilities

1. Document Control & Registry

  • Establish and maintain a robust document control system for all construction, testing, and inspection including, photos, permissions, technical specification, test results, Right of Ways, PDO and Non-PDO permitting documents, with organized methodology and documentation guidelines.
  • Ensure version control of shop drawings, MAS approvals, Daily/weekly/monthly progress reports, machinery and manpower resources of contractors, their relevant subcontractor information deployed at every site, IFCs (Issued for Construction Documents), CADs, As-Built files, approvals, permits, and test reports are timely requested, collected, stored and maintained in an optimized and immediately available methodology upon requests.
  • Maintain an indexed filing system (digital always & hardcopy when required) for all contractor submissions, daily reports, NCRs, and MoMs.
  • Verify that all submissions meet ZOI's documentation standards and propose wherever is required, obtain approval from HoD.

2. Planning & Tracking

  • Support planning and scheduling of civil and fiber optic rollout activities using MS Project or Primavera or Excel as/when required.
  • Integrate daily and weekly site data into a master tracker and report to HoD.
  • Coordinate with ZOI PM and field teams and contractors to align schedule inputs with actual progress.

3. GIS & Digital Systems

  • Update and maintain GIS-based dashboards with trenching progress, duct routes, handhole/MH positions, and reinstatement status and update construction and OSP BoQs as-built data based on site actuals.
  • Link inspection photos and trench logs to chainages via geo-tags for all inspection layers and
    ensure Documentation quality standards are met daily.
  • Ensure real-time integration between field collection tools (e.g., ESRI/ArcGIS, Google Earth) and ZOI documentation software/system.

4. Inspection & Acceptance Records

  • Collect and catalog all photographic evidence for various stages such as trenching, duct laying, sand bedding, till final clearance of site and municipal or authority clearance letter obtained.
  • Ensure photo records are geo-tagged, timestamped, and segment labeled.
  • Track documentation of acceptance workflows: contractor self-inspections, ZOI/Omantel inspections, NCR resolution, and segment approvals.

5. Coordination & Stakeholder Support

  • Act as the single point of contact for document coordination between ZOI, and contractors.
  • Support in audits, invoicing substantiation, and contract deliverable verification.
  • Ensure timely submission of close-out documentation for each route/segment.

6. Output Deliverables

  • Segment-wise document folders (per ZOI requirement).
  • Trenching photo repository with metadata.
  • Daily, weekly, and monthly progress tracking.
  • Permits, approvals, and close-out documentation.
  • Inspection logs and NCR dashboards.
  • GIS maps annotated with progress, inspection flags, and asset codes, and barcoding records as required.

Qualifications

  • Bachelor's degree in engineering, Project Management, or Information Systems.
  • Certifications in GIS, Primavera/MS Project, or Document Control (desirable).

Experience

  • Minimum 5 years' experience in documentation roles within telecom, utilities, or infrastructure sectors.

Knowledge / Technical Skills

  • Familiarity with OSP fiber optic projects (civil and electro-mechanical).
  • Experience with document control platforms (e.g., Aconex, SharePoint, Procore).
  • Skilled in GIS platforms (ArcGIS, QGIS) and spatial data handling or similar software.
  • Strong proficiency in Excel trackers, Gantt charts, and record-keeping.
  • Understanding of Oman PTW/NOC processes, particularly in PDO zones is advantage.
  • High attention to detail and audit-readiness mindset.

JOB PURPOSE

To contribute and support the design and execution of OIA's companies financing strategies, monitoring, and managing debt portfolio of underlying entities, analyzing and assessing the capital structure/debt capacity, and maintaining strong bank relationships.

ROLES AND RESPONSIBILITIES


• Monitor, review, and analyze debt exposure of OIA entities and coordinate debt-raising activities.


• Evaluate and assess OIA companies funding plans against the submitted five- year business plan.


• Quarterly review of OIA companies' financial statements and assess the ability to meet debt obligations


•Support the evaluation and execution of financing transactions, including term loans, bonds, revolving credit facilities, and structured financing products.


• Conduct market research and benchmarking on interest rates, credit spreads, and alternative funding sources.


• Assist in reviewing financing proposals, term sheets, and transaction documentation.


• Support negotiations with banks, investors, and financial institutions on pricing, tenors, security package, covenants, and other general terms.


• Develop, design and use models to allow the department to meet its objectives.


• Assess entities' capital structure and recommend strategies to optimize by exploring different debt structures, borrowing instruments or the choice of maturities based on the information submitted.


• Evaluate financial models, cashflow projections and utilizing the information provided from OIA companies to help support decision making on the appropriate debt facility.


• Monitor the company's debt profile, repayment schedules, and interest costs.


• Conduct refinancing, liability management, and hedging analysis to optimize cost of capital of OIA companies.


• Evaluate the impact of financing decisions on leverage, liquidity, and credit ratings of companies.


• Maintain OIA's funding plans and keep track of any future debt requirements to ensure ready access to financing facilities.


• Contribute to presentations and updates for senior management, board committees, and external stakeholders.


• Liaise with relationship banks, credit rating agencies, and investors to maintain strong access to capital markets.


• Coordinate with internal and external auditors to provide all required information to the concerned parties in order to facilitate the preparation of auditors' reports.


• Comply with the implementation of the Treasury department's policies and procedures, to ensure that all relevant procedural and legislative requirements are fulfilled.


• Comply with all relevant health, safety, and quality requirements, in order to guarantee employee safety and legislative compliance.


• Contribute to the identification of opportunities for continuous improvement of systems, processes and practices considering 'leading best practices', improvement of business processes, cost reduction and productivity improvement.

Educational Qualifications


• Bachelor's Degree in Finance, Economics, Accounting, or any relevant field


• CFA, CA, CPA, ACCA, CIMA, or CMA is preferable
