Role: Data Steward / Data Governance Specialist

Job Description:

Understanding of Dynamics 365.

Work with business and technical teams to map legacy data structures to ERP data model.

Design and implement master data governance processes (customer, vendor, product, asset, finance, HR data, etc.).

Partner with ERP functional leads to ensure data supports business process design and reporting.

Act as the SME for data-related issues and decision-making throughout the program.

Support end users on data management best practices and ERP data standards.

Cross-Functional Alignment: Act as the bridge between business users, ERP functional consultants, technical teams, and data governance groups, ensuring alignment on data requirements, standards, and priorities.

Business Stakeholder Engagement: Work closely with finance, supply chain, HR, procurement, sales, and operations leaders to capture data requirements, resolve conflicts, and ensure that data structures align with business process needs.

Data Ownership & Stewardship: Facilitate workshops to define data owners and data stewards within each functional area. Establish RACI (Responsible, Accountable, Consulted, Informed) for data-related tasks to avoid ambiguity.

Decision-Making Authority: Serve as the subject matter authority for data-related decision-making during design sessions, workshops, and steering committee meetings, ensuring data standards are not compromised for short-term process workarounds.

Conflict Resolution: Mediate and resolve data conflicts between business units (e.g., inconsistent vendor naming conventions, duplicate customer records, differing chart of accounts structures) to achieve a standardized data model.

Continuous Engagement: Establish regular touchpoints (steering committee updates, data quality dashboards, issue logs) to keep stakeholders informed about data readiness progress, risks, and mitigation strategies.

External Partner Coordination: Collaborate with ERP vendors, system integrators, and data migration partners to ensure deliverables are aligned with business expectations and contractual requirements.

• Develop and implement data governance frameworks tailored for multimedia and broadcast content.
• Classify media content according to sensitivity, ownership, usage rights, and audience relevance.
• Ensure compliance with national data laws, privacy regulations, and internal policies related to media data.
• Work closely with archiving, IT, legal, and content teams to establish classification taxonomies and retention schedules.
• Design and roll out training and documentation on data governance and classification protocols.
• Support the integrity, security, and accessibility of metadata and digital records.
• Analyze content usage patterns and recommend classification improvements for optimization.
• Oversee audits and evaluations of existing classification schemes and governance effectiveness.
• Provide expert advice on media content lifecycle, from ingestion and tagging to archiving and deletion.

• Bachelor's degree in Information Governance, Library Science, Data Management, Media Studies, or related fields (Master's preferred).
• Minimum 5 years of experience in data governance, content classification, or digital media management.
• Expertise in data classification standards (e.g., ISO/IEC 27001, FAIR principles, etc.).
• Strong understanding of metadata standards for media (e.g., IPTC, Dublin Core).
• Familiarity with media content systems (broadcast, digital, social media, etc.).
• Detail-oriented with excellent organizational and documentation skills.
• Fluent in both Arabic and English (written and verbal).
• Experience working within media or governmental institutions.
• Certifications in Data Governance, Information Security, or Records Management.
• Knowledge of AI-assisted classification tools is a plus.

Responsibilities

• Implement data quality rules for standardization and cleansing.
• Generate data quality reports and support testing processes.

Qualifications

• Bachelor’s degree in Computer Science or related field.
• 7+ years of experience in data management and information systems.
• Strong knowledge of E&P processes, data management, and SQL Server 2019.
• Hands-on experience in SSIS administration, Data Warehouse, and Data Lake environments.
• Proficiency in Linux administration, SQL scripting, PySpark, and Kafka administration.
• Strong problem-solving and organizational skills.

JOB PURPOSE

To lead advanced procurement data analytics and support the strategic planning of Local Content initiatives across OIA and its companies. This role identifies localization opportunities, enhances data-driven decision-making, and supports the integration of procurement insights into national Local Content programs. This role also contributes to platform enhancement, forecasting, and reporting frameworks using advanced tools and AI-based analysis.

ROLES AND RESPONSIBILITIES

• Analyze procurement plans and awarded tenders across OIA entities to identify Local Content Opportunities.

• Use data science tools to identify localization opportunities by category, supplier, and spend trend.

• Map high-potential sectors for ringfencing, SME participation, or local manufacturing.

• Collaborate with OIA Companies to validate insights and link findings to Local Content programs.

• Contribute to the development of Local Content Balanced Scorecards and dashboards using Local Content-related KPIs.

• Forecast Local Content value creation potential across short- and long-term plans using OIA’s modeling techniques.

• Use AI-driven tools to support trend analysis and predictive reporting.

• Prepare accurate, data-driven insights and visual reports for OIA’s senior leadership, stakeholders, and OIA’s forums.

• Assist in periodic reporting related to procurement-driven Local Content contributions and supplier development metrics.

• Monitor and report on Local Content compliance related to OIA’s relevant Local Content Policies.

• Evaluate and recommend new tools or enhancements to improve Local Content data integration and usability.

• Ensure the integration of procurement data with Local Content systems and dashboards.

• Develop templates and visual tools to improve the usability and clarity of analytics outputs.

• Ensure that data analysis and reporting align with Local Content relevant policies, and strategic priorities.

• Support audits and compliance reviews related to Local Content Implementations.

• Coordinate with Local Content, Procurement and strategy teams across OIA entities to gather accurate data and validate findings.

• Provide technical input during workshops, planning sessions, and Local Content review meetings.

• Contribute to the optimization of data processes, workflows, and visualization tools.

• Benchmark with leading practices in Local Content analytics, public procurement, and industrial planning.

• Provide strategic insights and scenario modeling to guide localization strategies and targets.

• Identify risks, gaps, and opportunities across procurement data sets that impact Local Content performance.

• Support capacity-building within OIA companies on data handling, reporting tools, and standard templates.

• Promote consistency in reporting practices across all OIA’s companies.

• Ensure the department complies with all applicable health, safety, and quality standards and promotes a safe working environment.

MINIMUM QUALIFICATIONS AND REQUIREMENTS

• Bachelor’s degree in Business Administration, Finance, Supply Chain Management, Engineering, or any other relevant field
• Local Content or Procurement related certification
• Minimum of 6 years of relevant experience
• (Minimum 3 years of experience in Local Content or any related field is preferred)

• Responsible for the sales data analysis of KA channels
• Through data analysis, identify the business issues of the KA channel in various countries and communicate with distributor and sales to find solutions.
• Responsible for coordinating the access of various products to KA channels in different countries and following up on sales performance.

• More than three years of working experience in the mobile phone or consumer electronics industry, with experience in Qatar or Oman preferred.
• Have experience in sales management of KA channels and familiar with the business model of KA channels.
• Proficient in using Excel software for data analysis.
