Role Description

This is a full-time, on-site role for a Construction Foreman located in Muscat. The Construction Foreman will oversee daily construction activities, ensuring projects are completed on time and according to specifications. Responsibilities include supervising and coordinating site personnel, managing the use of materials and equipment, ensuring safety regulations are followed, and maintaining quality control standards. The foreman will also communicate progress to project managers and resolve any issues that arise during construction.

Main Responsibilities

HSE Leadership & Compliance

  • Promote and enforce HSE culture across project teams and contractors.
  • Ensure compliance with corporate and local HSE regulations and the Company's H3SE framework.

  • Support deployment of HSE principles across CPY and Contractor teams.

Project Management & Construction Coordination

Technical Support & Quality Assurance

  • Review contractor's key deliverables, ensuring compliance with design and construction specifications.
  • Ensure interfaces between packages are identified and coordinated.
  • Validate design consistency and integration across LNG facilities.
  • Contribute to risk assessments, audits, and peer reviews.

Construction Execution Oversight

  • Participate in site supervision and contractor coordination when required.
  • Review progress and contribute to internal construction reporting.
  • Track and escalate schedule risks or deviations; propose mitigation actions.
  • Follow up with site teams to ensure area readiness and proper work fronts.
  • Ensure quality and completeness of final documentation from contractors and vendors.
  • Coordinate with EPC contractors on work plans, method statements, and execution strategies.
  • Monitor the effectiveness of contractor construction management systems.
  • Support commissioning interface and system handover readiness.

Administration & Continuous Improvement

  • Follow up on construction-related administrative processes.
  • Ensure confidentiality of project documentation.
  • Lead or attend all construction planning and coordination meetings.
  • Maintain construction tracking tools and close-out actions.
  • Prepare Lessons Learned and REX during EPC phase.

Required Qualifications & Experience

Education

  • Engineering degree (required)

Experience

  • 10+ years of oil & gas construction experience, preferably on large-scale projects
  • Experience from both owner and contractor perspectives

Technical Expertise

  • Construction management and EPC coordination
  • Strong knowledge of O&G construction standards and practices
  • Pre-commissioning and commissioning interface experience
  • Experience in documentation control and QA/QC

HSE

  • Strong safety culture and demonstrated leadership in HSE compliance

Soft Skills

  • Effective communicator and team player in multinational environments
  • Strong planning, reporting, and organizational skills
  • Capable of influencing decisions regarding safety, schedule, and cost

Languages

  • Fluent English (written and spoken)

The role involves supporting the Head of Legal in overseeing construction-related contracts, project execution agreements, and regulatory compliance requirements across Oman.

The successful candidate will be responsible for legal oversight of construction agreements, ensuring compliance with Omani construction laws, and managing regulatory processes related to permits, approvals, land use, and environmental regulations. Given the evolving nature of construction standards, the role will require adaptability to work with various contractual frameworks and ensure compliance with whichever regulatory requirements apply to the company's projects.

This position requires a detail-oriented and adaptable professional who can handle legal and regulatory matters efficiently, collaborate with internal and external stakeholders, and contribute to the company's growth while working closely with the Head of Legal.

Construction Contracting & Project Agreements


•Assist in drafting, reviewing, and negotiating construction-related contracts, including EPC, design-build, supply, and subcontracting agreements.


•Support contract negotiations with contractors, suppliers, and engineering firms.


•Ensure construction contracts incorporate risk mitigation strategies, performance guarantees, and dispute resolution mechanisms.


•Monitor contract execution, variations, claims, and enforcement to protect company interests.


•Adapt to and apply relevant industry-standard contracts (FIDIC or others), as required.

Regulatory Compliance & Construction Approvals


•Assist in obtaining construction permits, environmental approvals, and land-use permissions in compliance with Omani regulations.


•Ensure compliance with local building codes, zoning laws, health and safety regulations, and environmental impact requirements.


•Support regulatory interactions with municipal authorities, the Ministry of Housing & Urban Planning, and other government bodies overseeing construction activities.

Risk Management & Dispute Resolution


•Support the management of construction-related disputes, including contract enforcement, delays, and claims.


•Assist in handling regulatory challenges, non-compliance issues, and contractor obligations.

Qualifications & Requirements


•Education: Bachelor's degree in Law, Business Law, or other related field.


•Experience: 3–5 years in construction law, project contracting, or regulatory compliance, preferably in a corporate legal department or law firm handling construction-related legal matters.


•Legal Admission: Qualification to practice in Oman. Legal experience in other GCC jurisdictions is a plus.

Expertise in:

Services

  • The service holder makes Company HSE presence visible on site and is accountable for demonstrating, individually, an exemplary behaviour regarding H3SE rules & requirements.
  • The service holder enforces HSE execution decisions/directions taken by Project H3SE Manager and ensures the liaison/reporting with the Project H3SE Manager.
  • He / She ensures the follow-up of Contractors' HSE site activities and performances through Contractor HSE site reporting and the HSE Superintendents reporting.
  • The service holder will actively liaise with Package Construction Managers regarding HSE areas of concerns, problems encountered in the implementation of HSE both by Company teams and Contractors.
  • The job holder is also the EPC Contractors' HSE site counterpart
