Role Description
This is a full-time on-site role for a Health Safety Environment Officer located in Muscat. The Health Safety Environment Officer will be responsible for monitoring and ensuring compliance with health, safety, and environmental regulations. Day-to-day tasks include conducting risk assessments, implementing safety procedures, managing EHS programs, and providing training on workplace safety. The officer will also be responsible for investigating incidents and conducting regular inspections to mitigate potential hazards.
Qualifications
- Health & Safety, Environment Health and Safety (EHS) skills
- Occupational Health and Workplace Safety knowledge
- Certification in NEBOSH or equivalent
- Excellent analytical and problem-solving skills
- Strong communication and training abilities

Role Purpose
The HSSE Supervisor will play a key role in ensuring safe, secure, and environmentally responsible execution of the LNG Bunkering Project in Sohar. As part of the project's H3SE team, the role focuses on supervising, coordinating, and guiding EPSCC Contractors to effectively implement the HSSE management system throughout the construction phase. This includes close collaboration with contractors, subcontractors, port authorities, and local Omani authorities to ensure full compliance with contractual, regulatory, and project HSSE standards.
Key Responsibilities
Risk and Compliance
- Identify, assess, and mitigate HSSE risks to ensure safe and reliable operations at all times.
- Ensure EPSCC Contractors implement HSSE systems, procedures, and plans in line with project requirements and international standards.
- Supervise risk assessments and communicate outcomes clearly to the workforce.
Contractor Oversight
- Review and validate contractors' HSSE procedures and ensure alignment with project specifications.
- Oversee site safety programs including job safety assessments, permits to work, toolbox talks, and safety culture initiatives.
- Monitor HSSE training, inductions, and welfare programs at site and camps, recommending improvements as needed.
- Verify contractor preparedness for emergencies, and actively participate in drills and incident response activities.
Monitoring and Reporting
- Track and consolidate HSSE performance indicators and ensure timely reporting to project management and authorities.
- Participate in audits, inspections, incident investigations, and implement corrective actions.
- Monitor PPE adequacy and contractor safety culture effectiveness.
- Ensure anomaly and incident reporting systems are in place and functioning properly.
Stakeholder Engagement
- Actively contribute as a member of the site emergency response team.
- Maintain effective coordination with contractors, port authorities, neighbouring industries, and local communities.
- Participate in site HSSE committee meetings, management walkthroughs, and technical reviews.
Security and Environment
- Ensure security risks are identified, assessed, and mitigated, with robust site security plans in place.
- Oversee industrial hygiene programs covering heat stress, sanitation, food and water safety, and noise management.
- Promote compliance with environmental and societal obligations, supporting a safe and sustainable project environment.
Candidate Profile
Experience:
- Minimum 12 years of professional experience, with at least 7 years in a supervisory HSSE role on large-scale construction or energy projects.
Qualifications:
- Engineering degree (or equivalent).
Proven technical expertise in HSSE practices, risk assessment, and construction safety.
