Senior Expert – Procurement and Contract The position of a Senior Expert - Telecom (Procurement
and Contract) is going to add great value in terms of: “SOW”-quality
check, re-validation of Final- “SOW”, contribute towards overall
Project strategies, involve with internal customers at early stage to
arrive at best and cost effective approach for meeting their Technical
requirements.
Key Accountabilities:
* Communicate/ Plan
with internal customer for their future Procurement requirements.
* Review the Scope of Work from Technical aspects
* Revalidate
final requisition
* Propose solution & contracting strategies
*
Qualification of the request as per listed prerequisites
*
Discuss/understand the requirement details with the internal
customer
* Create a procurement project plan, agree with direct
supervisor, communicate/agree it with internal customer
* Manage
timelines and participate in total process, RFI, tendering,
evaluation, awarding and contracting.
* Prepare a handover of the
contract to internal customer.
* Align his projects with Corporate
Vision/Mission/Values
* Participate in General Manager/ Senior
Manager annual initiatives.
* Identify and prioritise list of
projects and develop solution strategies
* Contribute to identify
weaknesses in the Procurement process and advice solutions.
*
Cooperate with the team/colleagues of project, discuss their issues
and give advices.
* Prepare a weekly update report, where he/she
indicates analysis and comments
* Manage work duties to achieve
individual/dept KPIs.
*Cope with stresses and demands that are
associated with the job and/or the work environment so that acceptable
and defined levels of performance and overall contribution are
maintained
* Adaptable and flexible to work environment including,
but not limited to, working after duty hours, as business needs may
require, handling multiple tasks concurrently, and easily adapting to
new assignments, system
Knowledge / Technical
Skills:
* Strong knowledge of procurement processes and an
experience of minimum 15 years in total, 10 years in Procurement.
*
Prior experience in preparation of Tenders, evaluation of bids,
Contracts and contract negotiations
* Ability to lead
cross-functional Omantel teams to process all his projects as per
guidelines, understand and anticipate internal customer needs and to
develop solutions which meet those needs, clearly define problems and
demonstrate
creativity and good judgment in identifying new
approaches and solutions.
* Technical Ability to read/ analyse SOW/
BOQ/ Contracts, test-challenge and suggest alternate solutions,
observe other projects and establish correlation.
* Ability to
manage problem resolution and issues autonomously, escalating to
Management only when a superior level of authority is required.
*
Ability to develop strategic relationships which lead to discovery of
customers’ business goals and objectives, and lead negotiations
effectively with team members, customers and other Omantel functions
to identify specific customer needs and develop appropriate
solutions.
* Very good oral and written ability in English
*
Working knowledge of Arabic language will be added advantage.
*
Very good PC skills
* Exposure to Oracle or other ERP
solutions
* Good knowledge of complete supply chain management
*
Good knowledge of sourcing/ tendering and contracting
* Good
knowledge of legal / financial aspects of contracts
* Good people
management skills
* Good written and oral communication skills

* Good negotiation skills
Education /
Certifications:
* Graduate degree in Electronics/ Telecom
Engineering
* Post graduate Diploma or certification in
Procurement/ Supply chain Management will be an added
advantage
